In January, we asked Jigsaw Rewards members to complete a survey titled “Scrutiny Topic Long List 2026-2027”, to which we received 400 responses.
The survey was created to give members the opportunity to review potential scrutiny topics that will form part of our biannual Resident Scrutiny Process.
Members were asked to prioritise the following seven topics:
- Topic 1 – How well does our rightsizing and mutual exchange process help people whose home is overcrowded or under-occupied?
- Topic 2 – How well does our Sustainability Action Plan cover resident’s environmental priorities?
- Topic 3 – How well does our Business Continuity prepare us for major events and incidents that can affect our services?
- Topic 4 – Jigsaw Homes Group is obliged by law to comply with the Hazards in Social Housing Regulations 2025 (also known as Awaab’s Law).
- Topic 5 – Review how Jigsaw Homes Group handles anti-social behaviour (ASB) in a consistent, timely and effective way.
- Topic 6 – How well do we manage reports of infestation in our homes?
- Topic 7 – Do we have the appropriate arrangements in place to enable customers with communication needs to contact us in an emergency?
Following the survey results, the topics selected for review through our Resident Scrutiny process are:
- Jigsaw Homes Group is obliged by law to comply with The Hazards in Social Housing Regulations 2025 (also known as Awaab’s Law).
- Review how Jigsaw Homes Group handles anti-social behaviour (ASB) in a consistent, timely and effective way.

Please note that starting this financial year, we will also carry out consultations on Jigsaw Rewards for all the topics included in this year’s voting list. This means you will still have the opportunity to share your views on every topic from this year’s scrutiny topic long list.
