In May 2025, Jigsaw Rewards members took part in the Anti-Social Behaviour Policy 2025 survey which looked at the policy and asked members for their views and experiences with regards to Anti-Social Behaviour (ASB).
You Said: The survey found that 49% of residents did not know where to find the Jigsaw Homes ASB Policy.
We Did: We are now promoting the policy with tenants, starting at sign up. Information on the ASB Policy, along with information on our Hate Crime Policy and Service Adjustment Policy have now been included to the tenancy pack. Tenancy agreement explicitly includes consequences and responsibilities of ASB for tenants and Jigsaw Homes. We have included a section on publicity and promotion following the consultation to ensure that the policy is readily available to tenants. You can view the Jigsaw Homes Policy for ASB online here.
You Said: 78% of responses were not aware of what a ASB Case Review was and how to look into one if necessary.
We Did: We have amended the terminology on ASB Case Review and the different thresholds to apply for a ASB Case Review. Victims of persistent anti‐social behaviour, who don’t think they have had a satisfactory response to their reports of ASB by Jigsaw Homes, have the right to ask for a multi‐agency review of their case, which is led by their Local Authority. Certain thresholds must be met for cases to qualify for ASB case reviews, (previously known as the Community Triggers).
During an ASB case review, agencies will consider the action taken so far and will come together to try to find a solution.
The review body (normally your local authority) must keep applicants informed of the progress of the case, including:
· the decision on whether the threshold is met for the review to go ahead;
· the result of the review; and,
· any recommendations made as a result of the review.

You Said: Act faster and take stronger action against persistent ASB.
We Did: At Jigsaw Homes under the new Crime and Policing Bill 2025, we have strengthened our enforcing measures. In our policy we have clear guidance on Civil Injunctions, Demoted Tenancies and Procession Proceedings.
