Jigsaw Homes awarded £249.5 million in Homes England funding

Jigsaw Homes Group has been awarded £249.5 million in government grant funding to help deliver 1,990 new social and affordable homes across the North West and East Midlands.

The housing provider is among 33 strategic partners confirmed by Homes England to help deliver the government’s new £39 billion Social and Affordable Homes Programme (SAHP), the largest investment in social and affordable housing in a generation.

The funding will support the delivery of much-needed affordable homes across the country, outside of London, over a 10-year programme.

Jigsaw Homes will focus funding on addressing local housing need across communities in the North West and East Midlands, including Greater Manchester, Chorley and Liverpool City Region.

Brian Moran, Chief Executive of Jigsaw Homes Group, said:

“We welcome this significant investment from Homes England, which will enable us to deliver 1,990 much-needed social and affordable homes across the North West and East Midlands over the coming years.”

“Our long-standing partnership with Homes England has already helped us bring forward a number of successful developments that have transformed residents’ lives and communities.

“We are proud to play our part in delivering more affordable homes and create a lasting positive impact across each region.”

Jigsaw Homes has previously partnered with Homes England on a wide range of projects to deliver new housing and support local regeneration.

Most recently this has included the delivery of two new supported housing schemes, The Foundry in Oldham and Clover House in Ardwick, Manchester. The 15 and 24 one-bedroom apartments were each part funded by Homes England, helping residents on the path towards independent living.

Jigsaw Homes also partnered with Homes England and GMCA to deliver 71 affordable homes in Openshaw, Manchester. The sustainable homes were handed over in late 2025 and are the housing provider’s largest development in Manchester to date.

As demand for affordable housing continues to rise, the significant investment will ensure Jigsaw Homes can continue to provide residents with access to safe, secure and affordable homes over the next decade.
