Jigsaw Group’s Landlord and Group Board held a meeting on 21 May. The meeting was attended by all non-executive and executive board members. An apology was received from the Tameside Borough Council representative. The following items were discussed and decisions made.

Chief Executive Briefing

The Board received updates on government housing policy, regulatory developments, stakeholder relations and key operational matters.

Members discussed recent announcements in the King’s Speech, legislation affecting the social housing sector and Homes England funding arrangements.

Corporate Plan, Annual Delivery Plan and KPIs

The Board reviewed proposed updates to the Corporate Plan and performance indicators for 2026 to 2027.

Discussions included carbon emission targets, repairs performance and future technology measures.

The Board approved the updates to the Corporate Plan 2024 to 2031.

30-Year Financial Plan

The Board considered the Group’s long-term financial plan, including financial assumptions, treasury performance and stress testing outcomes.

Members were assured of the Group’s financial resilience and approved the Group’s consolidated 30-year financial plan for 2026.

Treasury Management Strategy

The Board reviewed the Group’s Treasury Management Strategy, including updates based on external treasury advice and consideration by Jigsaw Treasury.

The Board approved and adopted the revised Treasury Management Strategy.

Performance Update and Dashboards

Quarter Four performance for 2025 to 2026 was reviewed against customer, financial and operational measures, alongside progress against strategic targets and corporate objectives.

Tenant Satisfaction Measures

The Board considered the 2025 to 2026 Tenant Satisfaction Measures prior to submission to the Regulator of Social Housing.

Members discussed survey methodology, customer feedback and benchmarking.

The Board noted the results, agreed further analysis of areas of dissatisfaction and requested proposals for future survey methodology.

Regulatory Framework Compliance and Self-Assessment

The Board reviewed the Group’s annual assessment against the Regulator’s consumer and economic standards.

Members received assurance regarding compliance and agreed that a statement of compliance should be included within the 2025 to 2026 Directors’ Report and Financial Statements.

Committee and Governance Matters

The Board received reports and recommendations from its committees and subsidiary boards.

This included:

  • Approval of governance and succession planning arrangements
  • Committee appointments
  • Updates to governance documents
  • Other recommendations arising from delegated bodies

Policy and Information Reports

The Board noted policies approved under executive delegated powers, including updates to the Lifting Equipment Policy, and received information reports relating to development and acquisition activity.
